Position Overview
The HR Generalist – Owensboro Area provides comprehensive human resources support for multiple Owensboro-based programs, serving as the primary point of contact for recruitment, onboarding, employee records, compliance, and ongoing personnel processes. This position works closely with Central Office HR to ensure consistent application of HR policies while supporting the operational needs of local program leadership. This role requires strong organizational skills, discretion, and the ability to manage projects in a complex regulatory and programming environment.

This position works closely with Central Office HR to ensure consistent application of HR policies while supporting the operational needs of local program leadership. This role requires strong organizational skills, discretion, and the ability to manage projects in a complex regulatory and programming environment.
Key Responsibilities
Recruitment & Pre-Employment
- Manage job postings in Indeed and JazzHR for Owensboro-area programs
- Track candidates through the full pre-hire process, including background checks, drug screens, and required clearances
- Coordinate remote pre-employment drug testing
- Maintain accurate recruitment records in compliance with organizational and accreditation standards
- Present candidates for hiring approval and extend employment offers
- Coordinate new hire onboarding, including benefits orientation and required documentation
- Schedule first-day meetings and notify appropriate program leadership
- Set up employee access, training accounts, badges, and system credentials
- Coordinate with IT and administrative staff regarding equipment and access needs
- Maintain onboarding follow-ups and required timelines (30-day, 60-day, and ongoing)
- Serves as Background Check Specialist for ORR Programs:
- Coordinates and documents required background requests and results.
- Conducts quality assurance reviews to ensure background checks are submitted completely and accurately prior to submission and within the required timeframes and deadlines.
- Maintain employee personnel, medical, and I-9 files in accordance with retention and confidentiality requirements
- Track employment authorizations, background checks, renewals, and compliance deadlines
- Process employee changes related to pay, position, and scheduling
- Support evaluation processes, including 60-day and annual reviews
- Provide guidance related to FMLA, workplace injuries, and First Reports of Injury
- Conduct or coordinate exit interviews and exit surveys
- Support audits, reviews, and regulatory inquiries
- Maintain compliance with state, federal, and program-specific personnel requirements
- Prepare HR documentation and reports as requested
- Coordinate Spanish translation of HR and benefits materials as needed
- Manage ORR-related personnel requirements, including suitability determinations, immunizations, system access, and fingerprint tracking
- Coordinate required approvals and documentation with program leadership and external partners
- Bachelor’s degree in human resources, Business Administration, or a related field preferred, or 4–6 years of progressive HR experience, preferably in a nonprofit, behavioral health, or human services environment. PHR certification is a plus.
- Working knowledge of applicant tracking systems, HRIS platforms, and learning management systems (JazzHR and Relias preferred)
- Strong knowledge of HR compliance, personnel documentation, and employment regulations
- High level of organization, attention to detail, and confidentiality
- Proficiency with Microsoft Office and shared document management systems
- Spanish language skills preferred but not required
- Regular on-site presence in the Owensboro area
- Frequent interaction with program leadership and Central Office HR
- Occasional travel and schedule flexibility may be required
